中国在19世纪中期第二次鸦片战争以前之历史时期里，曾长期濒临日本海；并自公元7世纪初唐代以来就对之冠有专名，见于史籍文献历时最长者即为“东海”。到19世纪80年代中，虽在中国之载籍中开始出现“日本海”一名，但还只是部分学者或官员在他们的个人著述中采用；而在官方文件中，却发现是在日俄战争后签订的《日俄朴司茂斯和约》（即日俄（朴茨茅斯条约》）中首先使用该名，之后才渐次为世界上其他一些国家政府所采用。正是由于这一历史原因，日本海一名迄今尚未普遍获得其周围国家之认可。为使这一海域名称符合地名规范化的要求，建议参考“兼顾四邻利益”、“尊重历史传承、“突出海域特色”等意见开展研讨，以使这一问题能得到妥善的解决。
