水利电力部水文水利调度中心承担中央一级的防汛水文情报预报任务,每天要处理全国拍来的成千上万份水情、雨量电报。过去是人工译电,工作量很大,当几个流域同时发生洪水,常因译电工作跟不上而影响防汛对水情、雨情的掌握。目前采用电子计算机系统进行实时接收、处理水情电报,译电效率和准确度都大为提高。早在1976年,原水利电力部水利调度研究所已开始研制计算机软件系统及其部分专用设备。后来,水文水利调度中心在上述基础上,根据防汛工作的需要,对软件系统作了部分修改,并增添了一些外围设备,接通了通讯线路,于1981年正式投入运行。
The Hydrology and Water Resources Dispatching Center of the Ministry of Water Conservancy and Electric Power undertakes the task of forecasting flood control and hydrological information at the central level and handles tens of thousands of pieces of water and rainfall telegrams shot daily nationwide. In the past, it was a manual process of electricity transplanting and the workload was heavy. When floods occurred in several basins at the same time, flood control and flood control were often affected by flood control. At present, the use of electronic computer system for real-time reception, hydrological telegraph processing, translation efficiency and accuracy are greatly improved. As early as 1976, the original Water Conservancy and Electric Power Institute of Water Resources has begun to develop computer software systems and some of its special equipment. Later, on the basis of the above, the hydrology and water resources dispatch center made a partial revision to the software system according to the need of flood control work, added some peripheral equipment and connected the communication lines and put it into operation in 1981.
