香港特区政府3月初公布的2001至2002年财政预算草案提出,香港将进一步采取措施放宽对内地专业人才到香港工作的限制,以吸引更多内地优秀人才到香港工作。这个名为“输入内地专业人才计划”的新措施,主要内容包括:输入内地专业人才的数量不设上限,让市场透过供求定律自然运作,从而解决香港专业人手短缺问题。输入的专业人才主要指资讯科技及财经服务方面的人才。此外,该计划还允许在香港本地大学修读学位课程而又符合资格的内地
