中央和国务院决定,全国要在一九九○年以前,以多种形式基本实现普及初等教育,经济发达教育基础较好的地区要力争提早实现。根据我省的实际情况,省委、省政府决定全省在一九八五年实现普及初等教育。我省苏南、苏北的经济、文化发展很不平衡,广大农村自然环境、居住条件差异很大,要完成普及初等教育这一伟大的历史任务,必须实行多种形式办学。多年来普及教育的实践证明,复式教学这种形式能适应居住分散的丘陵山区、渔区和边沿地区群众生产、生活的需要,是因地制宜解决儿童上学的好办法;是普及初等教育必不可少的办学
The Central and State Council decided that the entire country should basically achieve universal primary education in various forms before 1990, and areas with a well-developed economic education base should strive to achieve early realization. According to the actual situation in our province, the provincial party committee and the provincial government decided that the province should achieve universal primary education in 1985. The economic and cultural development of the provinces of Jiangsu and North Jiangsu is very uneven. The vast differences in the natural environment and living conditions of rural areas are important. To complete the great historical task of universal primary education, we must implement a variety of forms of schooling. The practice of universal education over the years has proved that this form of dual-education can meet the needs of people living in scattered hilly and mountainous areas, fishing areas and border areas to produce and live. It is a good way to solve children’s schooling according to local conditions; it is essential for universal primary education. Schooling
