在计划经济体制下建立起的石油石化企业各类职业学校 ,既搞学历教育又承担企业技能培训任务 ,在国有企业改制重组中如何分离其社会职能 ,强化企业职能是我们必须面对的问题。该文提出了按“管理方式专业化、运行机制产业化、管理标准国际化、管理体制现代化”的模式 ,将此类学校筛选重组为企业人力资源开发中心的设想。河南石油勘探局按此思路通过“合点并校、重组资源、拓展功能 ,扩大服务企业的领域 ,建立‘内部双轨制’的运行机制 ,建立开放型师资队伍、加强技能开发研究”等大胆实践 ,取得了较好效果。现刊登出来 ,供读者参考、借鉴
All kinds of vocational schools of petroleum and petrochemical enterprises established under the planned economy system not only engage in academic education but also undertake the task of enterprise skill training. How to separate their social functions and strengthen their functions in the restructuring and reorganization of state-owned enterprises are the problems that we must face. This paper proposes the mode of “specialization of management mode, industrialization of operation mechanism, internationalization of management standards and modernization of management system”, and the idea of screening and reorganizing such schools into enterprise human resources development center. According to this idea, Henan Petroleum Exploration Bureau adopted the bold practice of “researching and operating resources, expanding functions, expanding service enterprises, setting up an operational mechanism of internal dual track system, establishing an open faculty and strengthening the development of skills” A better effect.
