He wants to announce his anti-terrorism plan at a joint meeting of both houses of parliament. But before setting a date for his speech, he must have a bottom of mind about the tone of his speech and the words to be spoken. Bush started his speech on this Sunday afternoon after Camp David returned to the White House. On Monday morning, Bush said to Hughes, “I’m going to get my speech tonight at 7:00.” Hughes thought it would be quite difficult to write such an important speech in such a short period of time. She relayed the president’s instructions to Gerdsen, the presidential speaker.
