近几年来,我国企业普遍实行了不同形式的承包经营责任制,虽然取得了显著成效,但也出现了一些新情况、新问题,诸如由于政府与企业的一对一谈判,承包内容不规范、不完善,综合部门多头指令而又相互碰撞,主管部门责权利不到位等原因,引发出鞭打快牛,企业苦乐不均、行为短期化、技改难进行等现象。南京市医药总公司通过实行全行业承包的尝试,较好地解决了目前企业承包中存在的问题,收到了抑弊兴利之功效。他们成功的探索,给我们以有益的启示。
In recent years, Chinese enterprises have generally implemented different forms of contract responsibility system. Although they have achieved remarkable results, there have also been some new situations and new problems. For example, due to one-on-one negotiations between government and enterprises, the contract content is not standardized. Imperfect, comprehensive department multi-head instructions and colliding with each other, the competent department responsible for rights and other reasons are not in place, triggering whiplash, unhappy business, short-term behavior, technical reform is difficult to carry out and so on. Through the trial of the entire industry, Nanjing Pharmaceutical Corporation has successfully solved the problems existing in the current contracting of the enterprise and received the effect of suppressing the disadvantages. Their successful exploration gives us useful inspiration.
