在知识经济时代,图书馆的的生存与发展受到市场规律和管理规律的双重制约,单纯依赖财政拨款而进行管理已经无法解决社会经济快速增长所带来的资金匮乏的困境,落后的管理及服务观念也无法满足人民对文化多元化及更高层次的要求。图书馆由管理走向经营,已是必然的选择。
In the era of knowledge-based economy, the survival and development of libraries are subject to the laws of the market and the laws of management. Relying solely on financial appropriations to manage them has failed to solve the predicament of capital scarcity brought by the rapid social and economic growth. Outdated management and services The concept also can not meet the people’s cultural diversity and higher level requirements. It is an inevitable choice for libraries to move from management to operation.
