海河是一条母亲河,她以甘甜的乳汁哺育了亿万人民,孕育了北京、天津、石家庄等20多个大、中城市,滋润着一望无垠的田地。然而,在历史上她也带来过深重的灾难。党和政府十分重视海河治理,建国不久就兴建了新中国第一座大型水库——官厅水库。1963年8月,海河大水,向年轻的共和国提出挑战。11月17日,毛主席发出了“一定要根治海河”的伟大号召,海河人民在党的领导下掀起了治理海河的新高潮。30年沧桑,斗转星移。然而,亿万人民创造的丰功伟绩将永垂青史。
