修改后的异地托收承付结算办法规定,集体工业企业应凭开户银行签发的准许证明才可办理托收承付结算。这一规定对集体企业带来许多不便。按照这个规定,集体企业办理托收承付结算必须笔笔跑银行,银行要逐笔审查。有时订货会议所需签证的合同多达几十笔,银行需要花大量人力、物力去应付承付签证。签证内容包括收款单位、用途、金额和期限等项,但这些很难预先知道,事实上是行不通的。如银行从实际出发,必然会签署无金额限制。无收款单位,无用途的空白准许证。这样,会出现空白准许证满天飞的现象。另外还由于对修改后的异地托收承付结算办法宣传不够,许多收款单位误认为银行签发的准许证就是“付款保证书”。不少单位坚持要有准许证才同意签订购销合同和发货。这样也相应增加了托收承付结算的数量。
