编写背景:根据国务院《行政许可法》的要求和实际工作的需要,民用航空电信人员执照的颁发属于行政许可事项,操作上需要相应的规章予以完善。因此,我局对原《航空电信人员执照暂行规定》进行了修改,并结合民航总局对设立行政许可的有关要求和未来工作思路,形成了《中国民用航空电信人员执照管理规则》。现将有关编写情况说明如下:一、规则制定的必要性1、航空电信人员执照管理已确定为国务院行政许可项目,按照《行政许可法》的要求,必须对执照管理有关条款进行修改和重新编写;2、由于空管科学技术发展之快,新设备新
