1949年春天,北京刚刚解放,摊贩问题严重影响了交通与治安。在主要交通要道和繁华市街,摊铺占据了人行便道,甚至直逼街心,设摊行列有三四层,多至六七层,秩序混乱,车祸时有发生。当时统计,全市摊贩达45000余户,且成分复杂,除大多数为贫民和失业职工外,还有流亡地主、散兵游勇、逃避捐税化整为零的坐商,以至隐藏的特务,危害着社会稳
