1938年6月1日,在伪蒙古联盟自治政府首脑德王(德穆楚克栋鲁普)的重视下,蒙古文化馆在厚和豪特(呼和浩特)原绥远省立民众教育馆旧址(原九一八纪念堂后,今工人文化宫北面)正式成立。该馆以“自发展旧文化、介绍新文化入手,从事蒙古文化发扬工作”为职任,负责办理“一般蒙古社会教育”。
