《尚书·立政》篇载西周职官制度说:“王左右常伯,常任、准人”,“立民长伯。立政:任人、准夫、牧,作三事。”三事系何官职,历来说法不一,当今史家亦持多种解释,然颇须商榷。本文认为,三事并非职官定名,而是掌兵官、司法官、诸侯国君及王畿地方长官的统称,它们体现了西周国家机器的三种主要职能。具体地说,三事指的是任人、准人和牧。牧并非常伯,常伯是西周辅相的定名。以统称表示某类官职的职能,是古代统治体制尚不健全的反映。

This article argues that the three things are not the official names, but the generals of the army chiefs, magistrates, princes, and local governors of Wangji, which embody the three main functions of the Western Zhou machinery. Specifically, the three things refer to man, associate and animal husbandry. Animal husbandry is not very common, often Bo is the name of the auxiliary phase of Western Zhou Dynasty. To collectively represent the functions of a certain type of office is a reflection of the still unsoundness of the ancient ruling system.
