过去唯GDP的考核体系造成了很多发展的恶果,传统的发展模式已经走到尽头,而从干部考核入手,是促进中国转型发展最有效的抓手。2013岁末,中国以往以GDP为核心的考核体系悄然变调。12月,中组部印发《关于改进地方党政领导班子和领导干部政绩考核工作的通知》,规定今后不能只把GDP和增长率作为政绩评价的主要指标,不能搞GDP及增长率排名。
In the past, the only system for appraising the GDP has caused many adverse consequences for development. The traditional mode of development has come to an end. Starting with the assessment of cadres, it is the most effective starting point for promoting China’s transformation and development. At the end of 2013, China’s past assessment system with GDP as its core quietly changed. In December, the Central Organization Department issued the “Notice on Improving the Performance Evaluation of Local Party and Government Leading Groups and Leading Cadres,” stipulating that GDP and growth rates should not be the main indicators of performance evaluation in the future, and GDP and growth rates should not be ranked.
