军事人力资本是人力资本概念在军事活动领域的延伸和拓展,它具有区别于一般人力资本的特殊性。正是这种特殊性,使得适用于一般社会职员的业绩考核机制并不能直接应用于军人的业绩考核当中。构建有效的军人业绩考核机制,需要立足于军事人力资本的特性,并通过对两种一般考核机制进行优化的途径来实现。
Military human capital is the extension and expansion of the concept of human capital in the field of military activities. It has the particularity of distinguishing from the general human capital. It is this particularity that makes the performance appraisal mechanism applicable to the general social staff not directly applicable to the performance evaluation of military personnel. Building an effective performance evaluation mechanism for military personnel needs to be based on the characteristics of military human capital and be achieved through the optimization of the two general assessment mechanisms.
