本文对基于雁阵模型提出的把我国东部地区劳动密集型产业转移到中西部地区,以促进东部地区产业升级和中西部地区经济发展的主张提出质疑,认为产业转移对于中西部地区发展来说并不必要,而且中西部地区也不是东部地区产业转出的理想目标地区。用于解释国家间产业转移的雁阵模型,在国内地区间产业转移中缺少劳动力非自由流动和地区间工资差距长期存在这两个重要条件。而且中西部地区承接东部地区产业转移,进而使两地区形成雁阵模式,无异于要求中西部在经济上从属于东部,这在理论和现实上都不具有合理性。本文以纺织业为例说明,东南亚后发国比我国中西部地区更适合作为东部地区产业转移的目标地区。
Based on the model of Gooseneck, this paper puts forward the question of transferring the labor-intensive industries in the east of our country to the central and western regions so as to promote the industrial upgrading in the eastern region and the economic development in the middle and western regions. The author argues that the industrial transfer is not the case for the development of the central and western regions Necessary, nor is the central and western regions the ideal target area for the transfer of industries in the eastern region. The Yan-Qiang model, which is used to explain the industrial transfer between countries, lacks the two important conditions that the non-free movement of labor force and long-term wage gap between regions in the intra-regional industrial transfer. Moreover, undertaking the industrial transfer in the eastern region in the central and western regions and thereby enabling the two regions to form a gooseneck model is tantamount to requiring the central and western parts to be economically subordinated to the eastern part. This is not theoretically or practically justified. This article takes the textile industry as an example to illustrate that the post-sending countries in Southeast Asia are more suitable than the central and western regions of China as the target areas for the industrial transfer in the eastern region.
