从2004年开始,年度考核和任期考核相结合的经营业绩考核体系在中央企业全面实行。国务院国资委主任李荣融与央企负责人签订首份任期考核责任书时说,年度考核是小考,任期考核是大考。推行任期考核是为了使央企负责人避免短期行为,立足于企业的长远发展。
Since 2004, the performance appraisal system combining annual appraisal with term appraisal has been fully implemented by central enterprises. Li Rongrong, director of the State Council SASAC, and head of the central enterprises signed the first term assessment letter of responsibility said that the annual assessment is a quiz, tenure assessment is a final exam. Implementation of the term assessment is to make the person in charge of central enterprises to avoid short-term behavior, based on the long-term development of enterprises.
