一、关于劳动制度改革。要以完善劳动合同制为重点,做好以下几方面的工作:1.完善劳动合同制。实行劳动合同制的核心是保护企业和职工双方的合法权益,关键是使企业和职工从改革中得到好处。2.推广深化改革的试点经验,扩大劳动合同管理的范围。要继续进行优化劳动组合,重点要放在劳动力的合理配置上,这是一项经常性的、动态的工作,要同加强企业管理站合起来,做好定员定额工作,不断强化劳动纪律,逐步完善企业民主管理制度。还要积极培育劳务市场机制,做好劳动力结构调整和内部配置工作。3.加强劳动争议的调解和仲裁工作。要充分发挥基层调解委员会在解决劳动争议中的作用,加强仲裁委员会的建设,完善劳动仲裁法规。
