东西辽河下游会合口的附近地区,是历年汛期的多事之地,1985年、1986年连续两年在东辽河下游三江口附近出现洪水,漫堤决口,使该地区的农业生产和人民财产遭受损失。从历史上看这个地区也是很不安宁的地区,它有两大特点,一是洪水比较频繁,无论是两河同时发生洪水还是一条河单独发生洪水,均使会合口附近地区遭受洪水灾害,历史上及近期的上886、1894、1909、1917、1924、1930、1945、1947、1949、1962年及上述1985年和1986年洪水,都直接危害该地区;
