曲周县委在调查中发现,县直部门包村工作问题比较突出,主要表现在三个方面:一是多,即包村数量多。全县共有9项工作安排了包村,342个行政村中,就有228个村列入了包村范围,占66.9%。二是乱,即安排部署乱。9项工作的牵头部门在研究制定部门包村方案时,各自为政,互不协调,致使全县包村工作比较混乱。最多的一个部门包了11个村,涉及到6个乡镇,而且都要求派工作队,都是局级干部带队,有的竟然6个部门同包了一个村。三是散,即日常管理散。由于安排上的过多、过乱,致使管理困难。为解决这一问题,县委实施了六项规范:
