近些年来,我国森林病虫害的发生日趋严重,给林业生产的发展造成了一定的损失和影响。为了保护好现有的森林资源,促进林业生产的发展,适应我国林业现代化建设的需要,必须查清我国各地森林病虫害发生的种类、分布范围和危害状况,以便为确定全国防治重点、拟定防治计划、制定防治措施、使用科学方法防治病虫害提供可靠依据。为此,林业部于1979—1984年间组织全国(不含西藏)28个省、自治区、直辖市林业系统开展了建国以来第一次森林病虫普查工作。

To this end, the Ministry of Forestry organized the forestry system of 28 provinces, autonomous regions and municipalities directly under the Central Government (excluding Tibet) in 1979-1984 to carry out the first census of forest diseases and insect pests since the founding of the People’s Republic.
