自上世纪70年代末、80年代初以来,发达国家相继掀起了政府改革的热潮,并逐步扩展到第三世界国家以及社会主义国家,使政府改革或政府重塑几乎成为一种全球化行动。这场改革使支配了20世纪大部分时间的传统的公共行政模式向“新公共管理”模式转变。通过这场以政府为核心的公共管理大变革(统称“政府再造”),以期创建一个施政成本低、管理绩效高、公共服务品质优的治理模式。青岛市按照“三个代表”重要思想的要求,借鉴学习先进发达国家政府再造的成功经验,提出创建高绩效机关,激励机关干部做人民满意
Since the late 1970s and early 1980s, developed countries have set off a wave of government reform one after another and gradually expanded to Third World countries as well as socialist countries, so that government reform or government reshuffling has almost become a type of globalization. This reform has transformed the traditional public administration model that dominates much of the 20th century into a “new public administration” model. Through this major government-led reform of public administration (collectively referred to as “government reengineering”), we aim to create a governance model with low administrative costs, high management performance and excellent public service performance. According to the requirements of “Three Represents ”, drawing lessons from the successful experience of government reengineering in advanced developed countries, Qingdao proposed that creating high-performance organs and encouraging cadres to perform their duties should be satisfactory to the people
