(新華社北京二日電)中央人民政府政務院發佈‘關於高等學校領導關係的决定’(一九五○年七月二十八日政務院第四十三次政務會議通過),全文如下; 全國高(?)學校以由中央人民政府教育部統一領導爲原則。爲使高等教育更有效地爲國家建設服務,並簡化行政手續,以利學校工作的進行,特對高等學校的領導關係作如下的决定: (一)中央人民政府教育部(以下簡稱中央教育部)對全國高等學校(軍事學校除外,以下同)均負有領導的責任,各大行政區人民政府或軍政委員會教育部或文教部(以下簡稱大行政區教育部)均有根據中央統一的方針政策,領導本區高等學校的責任。 (1)凡中央教育部所頒佈的關於全國高等教育的方針、政策與制度,高等學校法規,關於教育原則方面的指示,以及對於高等學校的設置變更或停辦,大學校長院長及專科學校校長的任免,教師學生的待遇,經費開支的標準等决定,全國高等學校應執行。某一地區、某一學校得因特殊情况作因時因地制宜的决定,但須事先經大行政區教育部建議或審查,報(?)中央教育部核准。 (2)中央教育部爲及時了解情况、研究問題、總結經驗,得指定某
(Xinhua News Agency, Beijing, January 2) The Central People’s Government Administration Council issued the ’Decision on the Relationship of Leadership in Colleges and Universities’ (adopted by the 43rd Administrative Council of the State Council on July 28, 1950). The full text is as follows; Schools are guided by the unified leadership of the Ministry of Education of the Central People’s Government. In order to enable higher education to serve the country more effectively and to simplify administrative procedures to facilitate the conduct of school work, the following decisions are made on the leadership relationship of higher education institutions: (1) The Ministry of Education of the Central People’s Government (hereinafter referred to as the Ministry of Education) The responsibility for the leadership of the institutions of higher learning (except for military schools, the same below) is the responsibility of the nation’s higher education institutions. The people’s governments of the major administrative regions or the military and political committees of the Ministry of Education or the Ministry of Education and Education (hereinafter referred to as the Ministry of Education of the Greater Administrative Region) all have their own policies and guidelines that are consistent with the central government’s policies.
