党的十八届三中全会提出:全面深化改革的总体目标是完善和发展中国特色的社会主义制度,推进国家治理体系和治理能力现代化。将推进国家治理体系和治理能力现代化作为全面深化改革总目标的新背景下,以跆拳道裁判员利益冲突治理为例,对我国体育裁判员利益冲突与治理机制进行研究。研究表明:跆拳道裁判员的利益冲突主要为交易型、影响型和旋转型利益冲突为主。治理机制上需建立多中心、多元化主体的治理机制,才能有效地对利益冲突进行治理。同时为解决我国体育裁判员的利益冲突问题与建立良好的治理机制提供借鉴和参考。
The Third Plenary Session of the 18th CPC Central Committee proposed that the overall goal of deepening the overall reform is to perfect and develop the socialist system with Chinese characteristics and promote the modernization of the state governing system and governance capacity. Under the new background of advancing the national governance system and the modernization of governance capacity as the overall goal of deepening the overall reform, taking the conflicts of interest management of Taekwondo referees as an example, this paper studies the conflicts of interest and governance mechanisms of Chinese sports referees. Research shows that the conflicts of interest of Taekwondo referees are mainly transactional, impact and rotational conflicts of interest. Governance mechanisms need to establish a multi-center, diversified governance mechanism in order to effectively control conflicts of interest. At the same time, it can provide reference and reference for solving the conflicts of interests of the sports referees in our country and establishing a sound governance mechanism.
