开展党的群众路线教育实践活动是十八大做出的重要部署。群众路线是党的生命线,而公信力是政府的生命线。本文以贺江水污染事件为例,通过分析政府公信力弱化的症结所在,提出组织变革理论中的勒温(Lewin)变革三部曲——“解冻-变革-再解冻”的螺旋式作用是践行党的群众路线执政理念的有效机制。
