1879年(光绪五年己卯) 本年,由李鸿章主持,创设天津至大沽口间军用电报陆线,由丹商大北电报公司承办。11月15日(十月初二日),根据主管海关邮政的天津税务司通知,将海关邮政处对外改称“海关拨驷达局”(Customs post office)。11月15日(十月初二日),江海关调整邮费,寄往北京及各通商口岸的信函,每件重四钱以内者收银三分。12月22日(十一月初十日),赫德通令各海关税务司,邮政总办事处暂设在天津,派德璀琳负责管理各关邮递业务。凡津海关税务司纯属邮政业务的指示,各关应予照办。
