干燥剥蚀山地常为暴雨泥石流的多发地段,泥石流对交通、通讯、水利、电力及其他管线设施产生频繁灾害,该地带多不具有对泥石流进行生物或系统工程治理的有利条件,属泥石流灾害治理的特殊地段。但小流域中阵性降水动力形成的泥石流规模和危害力量都有限。因此,应以灾害总治理为目标,以具体工程设施为保护对象。科学地设置畅通排导及减弱泥石流动量的小型工程,则能达到较少的投入并获得最大的社会经济效益。
