石油、天然气及其产品普遍属于易燃易爆同时有毒的物质,加之石化工程通常是连续工程,工作范围较为繁杂,所以油田企业的车间在工作过程中存在着各类的高风险因素,这就必须高度关注HSE的监督管理工作,从而高效的操控油田企业的生产与安全工作。HSE的相关体系已在油田实施推行了多年,油田企业的HSE管理体系文件在十年前发布实施。进入新世纪后,油田及下属单位在建立并完善HSE管理体系反面投人了大量的精力,文件的管理开始了系统化发展的进程。
