在当前我国市场经济环境下,国有企业和国有控股企业都碰到了如何留住人才的难题。通常情况,因为这些企业长期在计划经济环境下运作,体制、机制、观念短时期内很难有大的改变,社会的责任、历史的负担都使企业在用工和分配上难有大的作为。即使在这样的情况下,我认为上海石化还是应该充分发挥自己的优势,扬长避短,开拓创新,充分开发人力资源,留住人才,吸引人才。
Under the current market economy environment in our country, both state-owned enterprises and state-controlled enterprises have encountered the problem of how to retain qualified personnel. Generally speaking, because these enterprises operate under planned economic conditions for a long time, it is hard for them to make major changes in their systems, mechanisms and concepts in a short period of time. Their social responsibilities and historical burdens have made it very difficult for enterprises to make great efforts in employment and distribution. Even in such circumstances, I think Shanghai Petrochemical should still give full play to their strengths, avoid weaknesses, blaze new trails, develop human resources, retain talent, attract talent.
