创新能力是衡量高科技产业发展的一个重要指标,使用层次分析法对我国高新区的创新能力进行综合评价是一种有效的方法。在评价过程中主要从创新投入、孵化能力和创新产出三方面来设立创新能力评价指标体系。为了使评价更为科学,在计算各层因素对系统目标的综合权重时使用了层次分析法权重和变异系数加权法权重两种方式,并利用2014年数据对31个省份进行评价,得到省份最终综合得分。
Innovation ability is a measure of the development of high-tech industries an important indicator of the use of analytic hierarchy process in China’s high-tech zones for innovative ability to conduct a comprehensive evaluation is an effective method. In the process of evaluation, we set up an index system of innovation capability mainly from three aspects: innovation investment, incubation ability and innovation output. In order to make the evaluation more scientific, we use two methods, AHP and CV, to calculate the comprehensive weight of the system targets at all levels, and use the 2014 data to evaluate 31 provinces to get the final overall ratings.
