世界一体化的潮流已对中国产生了深远的影响,当前中国推行的社会主义市场经济正是顺应了这一潮流。社会主义市场经济作为一项宏大的系统工程已对中国社会的各个层面产生了不同程度的影响。其中,在政治层面上的表现就是政府职能的社会性转化。由此,政府公关作为政府的一项新行为,它的产生便成为一件理所当然的事情。然而,政府公关要想在中国的社会发展中发挥其应有的功能,还有一段路要走。本文试图从体制变迁的角度探讨中国政府公关的发展问题。
The trend of world integration has had a profound impact on China. The current socialist market economy pursued by China precisely follows this trend. As a grand systematic project, the socialist market economy has exerted varying degrees of influence on all levels of Chinese society. Among them, the performance on the political level is the social transformation of government functions. As a result, the government PR as a new government act, its emergence has become a matter of course. However, there is a long way to go before government public relations can play its due function in the social development of China. This article tries to discuss the development of PR in Chinese government from the perspective of institutional change.
