1995年6月《全民健身计划纲要》颁布实施,到2000年底,全民健身计划第一期工程已经结束。为了检验全民健身计划一期工程的实施效果,推动群众体育事业的发展,国家体育总局在1997年第一次调查的基础上,于2001年对我国群众体育的发展现状进行了第二次全国范围的抽样调查。调查显示,2000年在我国16～70岁的成年人中,体育人口达到了18.3%(约1.58亿),比1996年增长了2.8%,约增加1800万。不过,这是在我国人口总数迅速增加的情况下增长的比例数。另外,值得关注的是,我国成年人中仍有16%左右的准体育人口(全年中至少参加过一次体育活动)和65%左右的非体育人口(全年中一次体育活动也未参加过)。调查也显示,我国体育人口年龄结构仍然是年轻人和老年人比较多,中年人相对较少。
