2002年6月,陕西省横山县人民检察院在侦查冯巨高经济案件时,发现冯曾给延安大学校长惠延德行贿15万元人民币的经济问题,遂把这一线索上报给陕西省检察院反贪局。陕西省检察院反贪局把此线索提供给了陕西省纪委。2002年5月7日,经省纪委常委会研究决定对惠延德实施“双规”审查。经过近一个月的艰苦努力,省纪委办案人员排除种种干扰阻力,基本查清了惠延德收受巨额贿赂的事实。2002年7月26日,陕西省人民检察院以涉嫌受贿依法逮捕惠延德。一个正厅级干部倒在了金钱之下,请看———
