建立财力物力优化配置长效机制,走投入较少效益较高的后勤发展路子,各级党委应从战略的高度,把握全面建设现代后勤的内在要求,用能动思维抬高起点、统筹设计;各级财务部门应按照功能要求和改革所赋予的职责分工,积极做好基础性工作,主动协助事业部门,及时通报有关情况,认真研究解决遇到的各种矛盾和问题;各级事业部门作为具体落实者,应坚决贯彻上级的统一部署,及时转变工作方式,严格按要求抓好落实,积极配合财务部门做好推进改革的各项工作。
