多年来,由于独特的地理环境及气候特点,加之投入不足,洪涝灾害频繁,淮河流域低洼地涝的问题仍未得到解决,防洪除涝体系仍不完善。频繁的水旱灾害不仅是影响农业生产的一个重要因素,也是淮河流域长期处于落后面貌的重要原因。因此迫切需要通过实施排涝工程建设,完善防洪除涝减灾体系,提高除涝标准,改善农业基础设施条件,以改变淮河流域易涝多灾面貌。
Over the years, due to its unique geographical and climatic characteristics, combined with insufficient investment and flood disasters, the problem of waterlogging in low-lying areas in the Huaihe River basin has not yet been solved and the flood control and waterlogging drainage system is still not perfect. Frequent floods and droughts are not only an important factor affecting agricultural production, but also an important reason for the long-term backwardness of the Huaihe River Basin. Therefore, it is urgently necessary to improve the agricultural infrastructure conditions by implementing the construction of drainage projects, improving the system of flood control and waterlogging reduction and disaster relief, improving the standard of waterlogging relief and changing the appearance of vulnerable floods in the Huaihe River Basin.
