党的基层组织是党的全部工作和战斗力的基础,加强高校服务型党组织建设,使高校党组织真正成为富有影响力的坚强战斗堡垒,对于推动新时期高校教育改革具有重要意义。高等学校院系级单位党组织在高校党组织结构中处于承上启下的关键位置,是教育和团结广大师生员工的政治核心,是党在高校教学、科研、管理第一线的战斗堡垒。加强高校院系服务型机关党支部建设,对于扎实推进党的基层组织建设,努力开创院系基层党建工作新局面具有不可替代的作用。
The grass-roots party organizations are the basis for all the party’s work and combat effectiveness. Strengthening the building of service party organizations in colleges and universities so that the party organizations in colleges and universities can truly become strong and influential strongholds for fighting are of great significance for promoting the reform of higher education in the new era. Party organizations at colleges and universities at the departmental level are at the key position in the organizational structure of higher education institutions and are the political core of educating and uniting the vast numbers of teachers and students as well as the battle bastions at the front line of the teaching, scientific research and management of the party in colleges and universities. Reinforcing the construction of the party branches of service-oriented organs and departments in colleges and universities has an irreplaceable role in promoting the party’s grass-roots organizations and striving to create a new situation in party-building at the grassroots level.
