On February 27, 1984, the State Council issued an order that it should complete the transition to the implementation of national legal units of measurement by the end of 1990. For the education sector, it requires that legal metrology units be universally used in all new textbooks during the “Seventh Five-Year Plan.” National legal units of measurement are based on the International System of Units (SI). In the SI system, the unit of material quantity is “Moore”. Thus, the concept of “equivalence” used in the past for a long time in stoichiometry and the necessity of the existence of relevant physical quantities derived therefrom have become a question worthy of study.
