在一个组织内部,将每个成员千差万别的局部目标引向组织的整体目标,把无数分力组成一个方向一致的合力,靠的是管理。如果管理得当,则组织有凝聚力和战斗力;如果管理不善,组织就会一盘散沙,内耗不止,毫无活力。管理既是成功的要素,也是失败的根源之一,关系着一个组织的兴衰存亡。县市区公安机关既是执行机关,又是决策机关,肩负着繁重的任务。面对日益严峻的社会治安形势,提高公安机关内部的管理水平,在当前就显得极为重要。要提高公安机关内部管理水平,笔者认为应“围绕一个中心,抓住两个重点”。即紧紧围绕调动民警积极性这个中心,抓住组织结构设计及资源配置、工作考评及素质培训这两个方面的重点。一、关于调动基层公安民警工作积极性的问题管理是社会组织中为实现预期目标,以人为中心进行的协调活动。社会组织的高效运作离不开人的劳动和管理,而劳动和管理的质量,取决于人的业务素质和工作态度。基层公安民警独立工作机会多,工作时间弹性强,工作效果较难量化考核。这就更需要调动民警的积极性,充分发挥每个民警的主
Within an organization, directing the local goals of each member in vastly different dimensions to the overall goal of the organization, combining countless points of force in a unified and concerted effort depends on the management. If properly managed, the organization has cohesion and combat effectiveness; if poorly managed, the organization disintegrates in a mess, with more than internal friction and no vitality. Management is both an element of success and one of the root causes of failure, and is linked to the rise and fall of an organization. County public security organs in both urban and rural areas are both executive organs and decision-making organs, shouldering heavy tasks. Facing the increasingly serious social security situation and improving the management level within the public security organs, it is extremely important nowadays. To improve the internal management level of public security organs, the author believes that we should focus on one center and two key points. That is, closely around the center of mobilizing the enthusiasm of the police and seizing the key points of organizational structure design and resource allocation, job evaluation and quality training. I. Issues Concerning the Mobilization of the Enthusiasm of the Work of Police at the Grass-roots Level Public security is the coordination activity carried out by the people in the social organizations to achieve the expected goal and people-centered. The efficient operation of social organizations is inseparable from human labor and management, and the quality of labor and management depends on the quality of people’s work and work attitude. Grassroots police work independently and more opportunities, flexible working hours, the work results more difficult quantitative assessment.
