改革开放以来,台州率先试行党代会常任制改革,坚持探索二十多年,形成了一套特色鲜明、运作规范的制度体系和运行机制,理论界称之为“椒江模式”。台州改革为在全党范围内完善党代会制度、实行党代表任期制和党代会常任制提供了有益经验。台州党代会常任制的改革主要面临以下困境:法理支撑缺乏,制度供给不足;改革目标模糊,期望有待廓清;常设机构定位不明,运行机制不顺;改革动力不足,缺乏顶层设计。但在各级党组织坚强、有力的领导下,台州党代会常任制改革的前景一片光明,动力大于阻力。
Since the reform and opening up, Taizhou has taken the lead in piloting the reform of the permanent system of the Party Congress and has persistently explored it for more than 20 years. It has formulated a set of system and operation mechanism with distinctive features and standardized operation. The theory circle calls it the Jiaojiang Model. The Taizhou reforms provide useful experiences in improving the system of party representation in the entire party, implementing the term of office of the party representatives and the permanent representative conference of the party. The reform of permanent representative system of Taizhou congress mainly faces the following dilemmas: lack of legal support, inadequate system supply, ambiguous reform goals and expectation to be clarified, unclear positioning of permanent establishments, unsound operating mechanism, lack of reform momentum and lack of top-level design. However, under the strong and vigorous leadership of party organizations at all levels, the prospects for the permanent system reform of the party congress in Taizhou are bright and motivated to exceed its resistance.
