人民银行在1999年6月10日再次宣布调低存贷款利率和再贷款、再贴现利率，试图以此降低企业利息负担，提高企业投资积极性，促进居民消费，创造更多就业机会。然而，我国储蓄、消费和投资对利率下降并不敏感，货币政策的实施能否达到预期目的，本文对此问题作了简要分析。
