王莽是以实现“内圣外王”作为政治理想的。他把夺取皇权、代汉自立作为实现理想的途径和重要的环节,希望用国家机器来推行道德,使内外之道达于高度和谐,最终建立一个儒家经典中的理想之国,实现对“内圣外王”的追求。
