建立政府绩效管理制度是党中央、国务院在新世纪新阶段提出的一项重要任务。政府绩效管理主要是指通过建立科学合理的政府绩效评估指标体系和评估机制,对政府及其工作人员履行职能、完成工作任务以及实现经济社会发展目标的过程、实绩和效果实行动态管理和综合考核评价,并根据评价结果改进政府工作、降低行政成本、提高政府效能的一种管理理念
