使基层公安队伍在行风测评处于尴尬境地及队伍建设忧喜参半的深层原因是——皇粮不保:基层执法一脚门里,一脚门外;疲于应战:队伍建设出现恶性循环;培训滞后:在职教育与公安实践脱节运行;以块为主:自家的刀难削自家的把;特权思想:导致民警违法违纪的罪魁祸首。要从根本解决这些问题只有从优待警,解决广大基层民警后顾之忧;从严治警,规范基层民警执法行为;科学培训,大力提高民警素质;经费垂直,消除工作负荷与报酬的剪刀差;梯级管理,确保公安机关独立、公正司法。
