加快建设公共服务型政府,切实提高政府的公共产品供给能力,是我国转变经济发展方式的重大举措,也是行政管理体制改革的重要目标。从“十一五”时期改革的现实情况看,现阶段公共产品的短缺,是在政府收入快速增长的条件下出现的。问题在于,政府所掌控的公共资源分散在不同的部门,并未被有效整合起来集中用于公共产品领域。为此,新时期的行政管理体制改革应确立公共部门整体优化的思路,统筹行政管理部门、财政部门、事业单位、国有企业在内的公共资源,实行联动改革,整体优化公共资源配置,使改革能够切实增加政府的公共产品供给能力,在推动经济发展方式转变上有所作为。 Accelerating the building of a public service-oriented government and effectively improving the government’s ability to provide public goods are major measures for transforming the mode of economic development in our country and are also an important objective of the administrative reform.
