一、大力发展商办工业,壮大商业经济实力,是深化县级改革的客观要求 在旧的经济管理体制下,生产与流通的界限是按部门人为制定的,而不是按产业的特点来区分的,但在现实的商品经济活动中,就具体的企业甚至部门而言,生产和贸易的结合是不可避兔的,正如工业生产企业要进入流通领域一样,商业企业也必然进入生产领域。而商办工业是商业介入工业实体的主要形式,生产与流通的相互渗透、相互结合是符合商品经济发展的客观规律的,特别是在社会主义市场经济新体制下,把商业企业推向市场,通过大力发展商办工业,壮大商业经济实力,增强其竞争力,提高其经济效益是完全必要的。几十年来,由于受行业分工的影响,商办工业发展比较缓慢。近几年来,虽有所发展,但仍没有放开手脚,路子还比较窄。因此,重提大力发展商办工业是客观需要。各地实践证明,发展商办工业大有可为,绝不可低估和忽视。

Therefore, it is an objective need to re-emphasize the development of undertaking industries.
