近年来,江苏省姜堰市着眼于构建就业工作的长效机制,大力实施积极的就业政策,多措并举推进就业再就业工作,取得了明显成效。去年,全市新增就业6300多人,新增劳务输出2.06万人,城镇登记失业率控制在3.7%以内,为促进当地的经济发展和社会和谐稳定作出了贡献。姜堰市是较早推行企业改制的地区,从1997年开始,2002年全面到位。在企业改制过程中,逾3.4万名下岗职工流向社会。当时,全市每年只能提供2000多个就业岗位,与下岗职工需求数的差距高达15倍,双失业家庭占了下岗职工家庭总数的37%,失业救济金收支赤字最高达5000多万元,就业工作面临着巨大的压力。
