随着私家车的快速普及、机动车总量规模的膨胀式增长,上海的“停车难”矛盾和问题日益尖锐突出,不但让买车族烦心,也越来越困扰着这座特大型城市的日常运行和发展。尽管为控制机动车总量过快增长,上海自上世纪90年代就开始对新增机动车额度实行拍卖政策,但仍以每年十多万辆的速度持续增长,再加上数量庞大的外省市号牌车辆,目前,上海的小汽车总量已达两百多万辆。由此带来的直接后果是“行车难”与“停车难”如影相随。特别是“停车难”的矛盾在各行政区域呈现蔓延、加剧的态势。
