洪涝灾害是广西沿海区域最主要和毁灭性的灾害。1986年7月21日,九号台风的洪水暴潮,直接造成的经济损失达3亿多元,受灾面积70多万亩,房屋倒塌4万多间,死35人,并招致不可估量的精神创伤,不仅给沿海地区工农业的生产带来严重影响,而且国民经济的发展也受到制约。因此,搞好广西沿海地区的治水防洪,减少灾害损失,对开发钦州湾区域经济有着十分重要的意义,也是开发钦州湾经济的条件和基础。现就沿海区域洪水灾害的情况,谈些粗浅的看法,供讨论。
