罗伯特.达尔提出了理想民主和现实民主的标准,形成了“实质民主观”和“程序民主观”。他认为,在现实民主与理想民主之间始终存在着一条鸿沟,任何规模的民主都存在着一些根本性的困境,多元主义民主的缺陷暂时无法克服。达尔试图通过公民取向和经济体制的结构变革来解决多元主义民主的问题,由于所有的解决办法总伴随着限制性因素,而且民主的规模在不断扩大,多元主义民主的难题将会日益复杂。
Robert Darr proposed standards of ideal democracy and real democracy, forming a “real democracy” and a “procedural democracy.” In his view, there is always a gap between real democracy and ideal democracy. There are some fundamental dilemmas in any size of democracy. The shortcomings of pluralist democracy can not be overcome for the time being. Dahl tried to solve the question of pluralist democracy through structural changes in citizen orientation and economic structure. As all solutions were accompanied by restrictive factors and the scale of democracy was constantly expanding, the challenge of pluralist democracy would be increasingly complicated.
